Frank Willis, Esq.

Frank Willis, Esq. is executive vice president and chief operating officer of the Lynn Health Science Institute, a foundation engaged in sleep and GI disorders medical research with facilities in Oklahoma City, Colorado Springs and Pueblo, Colo. He was group vice president for Environmental and Regulatory Affairs for Rollins Environmental Services, Inc.,Wilmington, DE, and held many government positions including Deputy Assistant Secretary of State for Transportation and Telecommunications, U.S. Department of State, and Deputy Assistant Secretary of Transportation for International Affairs and Policy for the U.S. Department of Transportation.

Willis, an attorney, graduated from Harvard magna cum laude, and received his JD cum laude from the University of Michigan Law School where he was on the editorial board of the Law Review. He is a past NSF director (1995-2000).
